Rabbi Benzaquen taught that the first requirement for the Jewish people was to announce the new moon. This allowed the counting of time and the following of the other requirements. This was one of the acts forbidden by the Romans when they conquered the land. Paraphrasing, as it says in the prayers, if we harken to God's commandments, we shall be blessed with wheat in the 'wheaty' time and be satisfied.
